Fishing rods for beginner

Hello, guys,
I am new to this forum. I have the following question: what rod would you recommend me to buy?
Additional information about myself and my fishing. I used to fish a lot when I lived in Central Asia, but after I immigrated to the UK I fished only a few times here. I am not sure what kind of fish is in the UK, but I intend to fish in fishing farms, some lakes, rivers with licence and maybe a bit in sea. But what kind of fishing rod should I get first, spining, or ordinary long rod (I think it is called carp fishing rod) with float? In what price range in your opinion my first rod should be? I do not intend to fish a lot, therefore I would not want to spend too much money or fishing gear. What length the rod would you recommend? And what manufacturers? I read that Daiwa company produces nice gear. What other companies would you recommend that would suit beginners? Also, if I buy second-hand gear, is there something I should pay special attention to, except damages to rod and weight? My father still uses rods he bought 20 years ago, therefore I think old rods are good, but price is even better. Am I right?
