can i ask what is in the river?? what does it hold the biggest heads of?

i have never had any problem with perch when feeding hemp and maggots? plenty roach and some very nice one at that. but had barbel,chub and carp all at diffrent venues using the same methods,

Interesting. Then again different water's and area's fish differently. That's why it is hard to give advice without fishing the lake/river first.

i would go for 9 or 5 & use hemp loose feed & caster on the hook....but i would be lazy & use a pole to get right up close to the bank on the opposite side

I wouldnt be using a cage feeder. The whole point of a cage feeder is for it to empty as soon as it hits the water and if there is any pace on the water your losing 50 percent of your feed downstream at least.
I would be tempted to use a bait dropper on several swims using hemp/caster and chopped worm with a few fresh cockles chopped as well.
Then doing a stealth approach go back to the first swim you fed and trot a float through either stick or a bulk shotted chubber dependant on pace with worm or cockle on the hook and work your way back up through the swims you have baited up.
