I don't target eels so don't know that much about the best methods or bait for these but what i do know is you have to know what the eel's are feeding on....if the eel's have a small head this will mean they are feeding on small live feed...eel's are predators and will go for small dead baits like Roach/Rudd and because you have said the water has a lot of these in it then it is almost certain that that is what the eel's will be feeding on more than any other food but the size head is a good telling point in eel fishing.
Small head and worms will be better to use or the small minnows but large heads will mean larger baits and big bunch of worms or dead Roach/Rudd will be better to use...prebaiting is a must in my opinion if there are not that many eel's in the water and night time might be a better time to tackle them although you can catch in day light....prebait over a few days the area that you want to fish then(if no one beats you to it) fish that spot this will increase your chances of catching one......put two lines out with two different baits on....one with worms the other dead bait and see what if anything happens,if you get a take on the dead bait then that is what these eel's will be feeding on and you then know the best bait to use....another way is to ask and find out if anyone has caught any and what on that saves the hassle

Good luck

Night time is best but never fish at nights alone for safety

both Sammy and Mr Well have good tips

Eels are the carrion crows of the water world and eat anything meaty

the best presentation I've found is to use a ledger float so far it's the only way I've lip hooked the beggars otherwise I've lost hook lengths to them swallowing the baits whole

and the old trick of wrapping them in newspaper to stop them wriggling whilst you unhook them is a good one and does work

pretty??!! i like them cos they put up a fight! i think their pretty cool as fish go
i caught 2 in my whole life. only small ones tho, on maggots, i wondered if their was a way to catch them specifically tho cos they add a bit excitement when all you are catching is roach and rudd.

the closest ive seen to a eel was a dead one on the banks of the river trent! and a couple of people catching them on the norfolk broads :O looks tricky when they started wrapping themselves around peoples arms trying to un hook them!
