Feeder Rod and Reel?

I am looking to get a feeder rod and reel found a few on Ebay pritty cheap wanted to know if ther eok to catch up to 10lb bream and carp.

rod looks a bit well cheap you have to be carefull with feeder rods my first was a ron thompson gangster feeder and the tip would not stay still not well balanced at all as for the reel i cant comment
