The only way i know is to rake it.make a rake and tie it to some strong rope or washing line then just throw in and pull back it will get a lot of the weeds out of the way and also it is good for getting the TENCH/CARP on the feed

IF you've got them you need GARDEN RAKES not lawn rakes

and two cable tied back to back with at least 1 foot of handle left on one to stabilise it is best
also if you use a couple of foot of chain first to help weigh the rake for when you throw it out.

Well andy, seeing as there is Rudd in there i would use a very light set up to catch them on the drop,Rudd are as you might know, surface feeders and will take bait on the drop, dont use ground bait,it looks like this venue is being over fed that's why the fish are not feeding as they should,Maggot/worm sections on the hook, feed little but often, you must get the Rudd on the feed first then keep them happy but dont over do it or they will leave your swim,it is hard to see why these fish are not taking any of the baits you mention but i would target the Rudd in the way i have said.
Feed first and wait then feed again until you see the swirls on the surface of the water, this is when the fish are feeding and that is the time to put in but not before,a dozen maggots at a time is all you need feed with the occasional worm section as a change bait, the key is to get them feeding with confidence but i think this venue has been over fished by the sound of it and they will not take anything now, pity they can not close it for a week or so to allow it to get back on the feed again
