you can use floating pellets by dynamite baits. Use degradable cork balls or you can hair rig the balls on with strong hair stops they shouldn't come off.

i often float fish dog biscuit on a hair rig for carp, best mothod in my eyes!

If you soak chum dog biscuits in boiling water for ten munites they become hookable and still float and are a deadly bait...
